Legal Question in Real Estate Law in North Carolina

I am interested in buying a lot in TN but the owner listed does not match the person paying the property taxes (the original owner is deceased) so whose property is it and who would I make the offer to purchase to?

You need to do, or hire a local lawyer to do, a "title search" so that you can find out who actually owns it. It may still be tied up in the decedent's estate. You will need to pay for a title search upon buying the land anyway, so this is not a wasted expense if you buy it.
