Laws governing life estate home

Step mother has life rights to fathers home willed to my wife. The step mother is not maintaining property as required, also is not paying re taxes. If a agreed sale is done how is it determined what the step mother is entitled to? Thank You If not, can she be forced out for failure to maintain and pry the taxes

Court may determine that life tenant is liable for waste.

As to "agreed" sale, would need details of same.

Life tenantis obligated to maintain the premises for the owner or is subject to court order vacating the life estate.
