i had to leave my car in North Carolina when it broke down i live in Texas i ask my brother in law to hold the car till i could send him a P.O.A to sell the car for me instead he trades the car in for another car do i have a case

It depends. First, the brother can't sell your vehicle unless you authorize him to sell it because he can't deliver title...unless eh forged your name on it. If he forged your name on the title, then there is criminal and civil fraud issues there.

Now, if you intended to give him the right to dospose of the vehicle and just hadn't completed the POA, this would complicate things, unless you spoke to him specifically about how you wanted to dispose of the vehicle. Likely title is still in your name and you need to speak to an attorney as your question will need a more thorough analysis before it can be answered appropriately.
