Yes...to an extent. The LL is not allowed to discriminate under the fair housing act. He can't refuse to rent because she is a women, because of her color, nationality, family status, handicap, or religion. But if he just doesn't like her, he has the right to rent to whom he wants as long as he doesn't violate the fair housign act and discriminate.
