is it legal to have video survallience camara's video taping personal property in NC?

I do not understand the question. This is a criminal surveillance issue, not real estate. And your question refers to personal property, which is anything other than land. NC is a one-party state which means that only party to the conversation has to consent to being recorded.
The rule is that you can do what you want on your own property as long as you do not violate any ordinances or laws. So you can film your neighbor. You can also stand anywhere in the public right of way (the road) and do the same. Your neighbor can do the same of you. Trespassing on someone else's property is not allowed.
