Can my mother who has dementia qualify for Medicaid without all of my parents limited assets being used first?

You do not provide enough details. I don't know what your parents own. Your mother has to spend down her assets so that she and your father does not have more than $3000. However, things like a jointly owned home are not part of the calculation. You need to see an elder law attorney, but if your parents are of limited means, then talk with the state department of health & human services or the county department of aging.
