What can you do when a neighbor moves the property line stake? Who can you contact also?

I am assuming you mean a wooden or rebar like material property stake that either one of you or a previous owner put on the property. These things are essentially meaningless. No crime has be committed and I doubt anyone you call to complaint to would care unless you have a Homeowner's Association and they have rules against this.

If this is a great concern to you, you can order a survey of your property. When you order a survey, the surveyor will give you the accurate borderlines of your property based on the recorded deeds. From there you can "permanently" line your property with a fence or other apparatus. Otherwise, there is no real way to guarantee a neighbor does not simply move the stakes in the future.
