I would write a demand letter to the person and tell him that you want paid in full in 15 days or else. If you don't get the money, you can sue in small claims if ($5000) or less is owed and (b) the person lives in North Carolina. You sue in their county of residence.

You can find people's addresses all kinds of ways and you will need to do that in order to sue. If more than $5,000 is owed then you need to see an attorney. In most types of cases, you cannot recover your legal costs, but you should discuss that with your attorney.
