pre-determine the use of real property

Can anyone other than the city, county, state or US law pre-determine the use of my property. My question really is can I be forced to be part of a home owner association as a condition of purchasing my property as long as I follow the local government zoning.

Yes. If you don't want to have restrictions, you need to purchase property that has no restrictions.
