Private Owner Sale of Land

My neighbor and I do not get along. He has a 1/2 acre lot ajoining my property for sale. This lot has a For Sale sign posted. Can the owner deny letting me buy the lot even if I meet his asking price? Or can he offer to sale it to me for one amount while offering it at a much lower amount to someone else? It seems like this would fall under some type of discrimination issues.

As a private land owner, he can do all of the above. He can decide whom to sell it to and the price. There is nothing that mandate he sell to all comers at the same price. He can refuse your offer at his asking price and accept another offer that is much lower. He just can't discriminate based on race, but other than that, he is free to make any decision he wants in regards to his property.
