Damage done to resort by hurricane bylaws state total destruction shall be deemed to mean destruction which renders eighty percent or more of the condominium units untenable. What determines this factor?

It would seem that the critical(and determining)factor would be the amount of damage done to the condominium complex by the hurricane as estimated by a independent company or agency that is competent to make such estimates.
