Rental Application Price Change

Does a rental agency have a right to deny me the new rental price once I have submitted my application at the original price? Example: At the time of application the rent was posted @ $795 then they dropped it to $700 but refuse to give me the $700 monthly rental price.

I really don't understand the question. If you signed a lease, then that is your rent. If not, you can always find somewhere else to live unless they meet your price. They have a right to set whatever price they want. You have a right to live wherever you want. The only issue I would see is where they advertise a certain price and then raise it (that could be unfair and deceptive).
