It depends. Was the tree diseased? Did you put your neighbor on notice of the problem?

If the tree was healthy but just blew over in a windstorm, then the tree and cleanup is your responsibility to the extent the tree is in your yard. Your neighbor would clean up the portion in the neighbor's own yard.

If, however, the tree was diseased and if you told your neighbor about the disease and put the neighbor on notice and then the tree fell over, your neighbor would be responsible for the entire cleanup.
