Legal Question in Real Estate Law in North Carolina

If I am in the town limits and water and sewer are available from both the town and county, am I required to use the town's services?

Are you legally required? No. Is there another option? No. Who would provide your water and sewer service? Remember, whom ever you contract with will be required to provide water to you and take away your waste water. If you don't pay for the city water, you can't use their sewers.
