Townhome Board Management

I have a townhome. I am on the board of directors. If a homeowner doesn't pay his monthly maintenace fees what legal action can the board take againt the homeowner and their unit?

If the fees fall within the defintion of Homeowners Association Dues, the the HOA can file a lien against the property and forelcose against the property.
