Legal Question in Sexual Harassment in North Carolina

My brother is dating a 17 year old in nc and he is 24. Is this illegal if they have sex/have federal repercussions? Thank you!

Age of consent is 16, so nothing illegal is happening under NC State law...age of consent is a state law matter not a federal one...BUT as a minor he cannot transport her across state lines to have sex...then its a federal crime.
