Legal Question in Traffic Law in North Carolina
when highway patrol pull a car over and working in their capacity of a public servant do they have to identify themselves when asked who they are?

A North Carolina Higway Patrol Trooper is identifiable by their uniform and name tag. If you were given a citation - the Trooper's information will be on that as well. I am not aware of any requirement that a Trooper identify themselves further than that - even if directly asked.
