Legal Question in Traffic Law in North Carolina

Keeping in mind NC General Statues G.S. 20-4.01 and 136-30, is it still legal for a public university to post a sign for an accessible space that does not conform to sign number R7-8 as found in the Manual on Uniform Traffic Control Devices (MUTCD)? Is it possible for there to be exceptions?

Sure, its possible but basically, your question is too vague. What do you mean by 'accessible'? Are you referring to a handicapped parking sign, a boat ramp, perhaps? If so there are times when the NC statutes you quoted may take a back seat to federal law. Also why are you asking if the sign is legal? Generally, the 'according to Hoyle' legality of a sign isn't the real question most people mean when they ask about the legality of a sign. The real question is - is the sign enforceable or can I ignore it on a technicality? Can't answer that without a lot more information.
