NC tickets block SC license

I recently moved from Texas to SC to help care for my mother who had a stroke. I went to the DMV to turn in my Texas license for a SC one & I was informed of a block on my license from NC for 2 tickets from 1986 & 1987! To clear them from my record I have to pay $190 for each ticket then some $50 fee to the federal government! This is outrageous! Do I have any recourse? How can some states have statutes of limitations & others don't? I do not have this kind of money & my Texas license expires this year.

I don't think it is not a statute of limitation issue. If you haven't dealt with it, it doesn't just go away.

For example, if you were speeding - an officer couldn't write you a ticket three years later. However, once the citation is issued, now you have been charged, the statute of limitations does not apply and it is your responsibility to take care of it.

It is similar to someone charged with robbery who can't be found. There will be a warrant out on him and if he is found ten years later, he will still be arrested.
