Legal Question in Traffic Law in North Carolina

My husband followed a kid that had egged our house so he could find out where he lived. Once the boy realized he was being followed the boy backed up into my husbands car at a stop sign then left the seen of the accident before the cops got there. The cop gave my husband and the boy a reckless driving ticket. There were no witnesses so I was confussed as to how he could give a ticket for something he did not witness and I wanted to know if my husband could request a pjc. He has cdl 's and a clean driving record but we really do not want to have to pay for an attorney. The boy has been charged since then with reckless driving again and pre-arranged street racing so he has made a habbit of doing things like this. We have had the case put off twice so we have to do something this next court date. Any advice you can give me would be great. Thank you
