First speeding ticket

A while ago, I was told by a friend that a cop has to be stopped in order to be using a radar gun on vehicles, is this correct? I’m guessing it isn’t as I just received a ticket from an officer who was moving in the opposite direction when he tagged me going 71 in a 55. This is my first speeding ticket, what are some of my options to deal with this? Also, this is a mandatory appearance ticket. I live in Virginia, is there any way to avoid coming back to North Carolina to deal with this?

There are different ways a police officer can determine that you are speeding.

As for your ticket - you could pay it without coming to court BUT then you would be pleading guilty to a 71 in a 55 and I don't know how your inusrance would be effected in Virginia. It would be better if you either came to court or hired an attorney because you would get it reduced to a 64 in a 55 or get a prayer for judgment which would probably be better for you insurance and points wise.
