Legal Question in Traffic Law in North Carolina

My wife bought a car for her granddaughter when she was 16. It is in my wife's name. She is now 18+ years old. We can no longer afford to keep up this car as we ae retired. My wife signed the title over to her daughter and stepfather. They keep giving excuses why they can't have the car transferred over for the last month. We don't want to be cruel and take the car and sell it, but we don't know what to do. We live in North Carolina

It's nice that you don't want to be cruel by taking the car and selling it but if your wife signed the title over to her daughter - that's not an option for you. You can't take the car and sell it because the car is no longer your wife's property. Basically, your wife's daughter doesn't have to make excuses, she can blatantly do what she wants and there really isn't diddly you can do about it because you don't really have a choice or say in the matter - from a legal perspective that is.
