How is this a probate/trusts/wills question? Ask a consumer finance attorney.

You should have obtained title ot the car at the time of purchase. If you had to finance the purchase, then the seller could have kept a lien on the title until the debt was paid and then released the lien after the final payment.

How have you been driving and insuring the car? You are either engaging in fraud or are using the old owner's information.

You are going to have to find the old owner or his/her estate and get them to sign the title over to you. There are some alternate methods specified by the DMV and if the first method does not work, you can talk to your local DMV car registration office about what you need to do and supply them in order for them to issue a title in your name.
