my cousin died without a will and in am his cousin. He has no immediate family. only 2 aunts (my mom and her 98 year old sister) me and my sister and my moms powers of attorney and can we apply to exec of his estate

Yes, but not with the power of attorney. Anyone can apply to be administrator of an estate. Talk to the clerk of court for the county in which your cousin lived at the time of his death.
