As an Executor of an Estate I have just filed the 90 day inventory, can I petition the court for my commissions now before petitioning them for disbursement of the funeral expenses (allowable $3500 in NC)?

No. You cannot petition for your commissions now. These commissions are determined by the court at the time you file the final accounting.
