Parents have a Will written in Pennsylvania; if they move to North Carolina, is the Will valid in North Carolina?

A qualified yes. Generally, if the will was validly made and executed (witnessed by at least 2 disinterested persons who are not beneficiaries) and notarized in Pennsylvania then it would probably be valid in North Carolina. However, once your parents move, they should look at their wills and see if they need to revise their estate plan.
