Legal Question in Wills and Trusts in North Carolina
If a person was in a Rehab/ Asst. living center in NC. for 4 years due to a stroke and his home he owned was in Sc.. Were do we file the will? SC. clerk said we had to file it there?

You have to file in South Carolina since he owns land in South Carolina. That is where he resided. I am not licensed in South Carolina and cannot advise you on South Carolina law. I would urge you to seek a probate attorney in the county/state where the person owned a home.
