what personal property is required to be listed when filing of inventory form aoc-e-505, GS.28A-21-1 for a deceased brother? and does it matter the dollar value example - tools - $400, furniture - $100, cars $3500 -

Do you have the correct form? NC GS 28A-21-1 deals with filing an account, not an inventory. You have to list the types of property covered in the preliminary inventory. And yes, the dollar value matters. For a car, it is easy enough to find out its value. You can have it appraised by a car dealer or go online to any number of sites and get an approximate value. What kind of tools are we talking about? Furniture? You just cannot make up a number that is totally unrealistic. $100 for furniture seems very low.
