Selling Property in an Estate

In North Carolina, when can a home, that is part of an estate, be legally sold? Is a court appraisal always done? Is it true that the heirs cannot sell a home for less than 80% of the court appraisal?

That depends on how the will reads. Most real property vests in the heirs as of the date of death subject to the right of the estate to bring it back and sell it in order to pay claims. Some wills may leave the real property to the Executor to sell it. Sometimes court approval is necessary, sometimes it may be acceptable if the Executor and/or heirs sign off on the deed. You would need to consult an attorney for your specific situation.
