im a mechanic and i worked on this car.the person who owns the vehicle had refused to pay the bill and have not contacted me under any circumstances.its been sitting here for 8 months. what WHAT LEGAL ACTIONS DO I HAVE TO TAKE TO GET MY MONEY OR TO GET THE TITLE OF THIS VEHICLE

You have a lien and can perfect it and sell the car at auction to pay the bill. But you need a lawyer to show you how. The DMV may be able to help you, as you have to follow their process.
