paying a debt
I am in a dispute about the actual bill. I sent the payment, I felt I owed and on the bottom of my check, I wrote Paid In Full. Does this settle my bill or would I owe the rest of the amount they are billing me for?

You can't change the debt by writing "paid in full" on a check. Otherwise, we would all be writing checks for a penny.
Think about it, what if your employer did the same thing?
If you dispute the bill, contact the debtor and explain why.
If you have to, you can take it to court, but if the bill is really disputable [i.e. to protect your credit rating], then you should be able to work it out.
