Charges Dropped
Once charges are dropped, can the charges be brought up again and can you be punished for them?

It depends how the charges were "Dropped?"
If the charges were dismissed with prejudice then the case can not be recharged, however if the charges were dismissed without prejudice then the case can be recharged as if it had never been charged previously.
