What state statutes or fed laws provide for the ND Department of Human services the authority to consider misdemeanor convictions that result in a deferred sentence after the district courts terminate the sentence and issue orders to withdraw the guilty plea and order the records sealed with regards to foster care licensing

It isn't a law that allows, its that there is not law that prevents them from considering anything.
