Legal Question in Civil Litigation in North Dakota
My son, who obviously intoxicated as stated by witnesses, went over to his neighbors house. He was invited in and given both beer and and hard liquor. He became more intoxicated and was told to leave after becoming angry over insults. While in an alcoholic blackout, he is accused of committing acts of terrorism for which he is facing mandatory jail time if convicted. Under the social liability statute in North Dakota, do we, as parents,have a cause of action to sue his neighbor for emotional distress damages in civil court.

It sounds like your son is an adult. If he is, then you can't sue for harms he may have suffered.
More fundamentally, I see no reason to think the neighbors did anything that could support a judgment. Perhaps I would with more information. But mere insults are generally not enough to support such a claim.
