Legal Question in Personal Injury in North Dakota

My father, age 81, was walking in a mall parking lot. A girl, taking her drivers test with a DMV testor inside the car with her, hit him. He sustained a cracked pelvis. How many defendants do we have in this action? I think we have the actual driver, the owner of the vehicle, and their insurance company, the owners of the private property (parking lot) and their insurance company; and, do we also have a claim against the State and the DMV testor. Where do we even start to figure negligence?
