Legal Question in Real Estate Law in North Dakota

I know the name of the vandal who smashed out my tail light. What can I do? I dont have any hard evidence that it was this particular person. He used to be my roommate, and i know it was him. I was at my friends when this occurred and it was the first time i had seen him since we moved, and that night my taillight was smashed out. I have other reasons for believing it was him, but like i said, no hard evidence. Is there anything I can do? I know he has a couple bad marks on his permanent record.
