Filing taxes

I haven't filed taxes since 2000. I hardly ever have any income and only had a couple years when I got 1099's for a few thousand dollars. Some say yes I file some say no. I have some disabilities and do not receive disability or anything but do not understand tax laws. When do I have to file?

The answer is exceptionally simple. All adults should always file a tax return every year. Even if their income is less than the amount required for filing, they should file. Filing a tax return is the only way to start the Statute of Limitations. That means, 3 years after you file (or the return date, whichever is later) the IRS can no longer assess taxes against you. If you do not file, they can go back to any open year.
