can you get pulled over for being suspitiose but not doing anything illeagal

It depends on the suspicion? The officer has to have what we call its called reasonable and articulabel suspicion. Which usually means the officer has to have some belief that you were or about to be involved in illegal activity. However there are exceptions to this rule.
