Legal Question in Disability Law in Ohio

refused employment

i am a disabled veteran and i have interviewed for a job 3 different times at the chilicothe v.a.m.c.and have been passed over for employment each time,the people that got the job each time where not disabled and not veterans.i recieve medical care at the same v.a. hospital and each time i interviewed for the job i was asked what medical team i recieved medical care from,i then called records dept. to see if i could find out who has been looking at my medical records at the hospital and was told that i was not allowed to review who has been accessing my records on thier computer system in which the people who interviewed me has full access.all my records are on a computer system.
