How long does a person has to bring such actions, when the issues where just found out?

Delayed appeals based on ineffective assistance of appellate counsel may be filed within 90 days of the date of the appeals court judgment, unless good cause can be shown for a later time. If the inmate just found out about the ineffective assistance, that will be a factor in deciding whether "good cause has been shown." Bottom line, the inmate must act quickly once he or she is aware of the issue.
