Can someone who is co-borrower on a home loan file chapter 7 bankruptcy to be relieved of the obligation to pay the mortgage. If so, would the other borrower become responsible for the entire mortgage?

Yes, you can discharge your obligation as a co-debtor on a mortgage or deed of trust. If your name is on the title to the property as a co-owner, you may (or not) also forfeit your interest in the property to the trustee of your bankruptcy estate. I would recommend consulting a local bankruptcy lawyer to obtain spedific information about the particulars of your case.
