Billed Overtime hours
Can the employer bill the client for the employees overtime hours and not pay the employee?

An employer cannot withhold wages, whether overtime or regular pay regardless of what the client is billed. When an employee is entitled to overtime pay in general is a different issue.

Dear Overtimer: Your employer is engaging in a truly dishonest act. You may wish to contact the U.S. Department of Labor, Wages and Hours Division and report your employer's violation of law, to say nothing of unethical and dishonest practices. But, if you do, you may have to find another job.
