If a business closes, do they have to maintain a service contract?

As a Franchise Attorney I can say that would be difficult for the business to do - since they're closed. You can always try and file a small claims action for what's been paid. But again, will a closed business be able to satisfy any recovery? Consult with a good business or franchise attorney in your area for specific advice.
