I have just found out I've had carbon monoxide in my apartment my land lord has finally fixed it but who is responsibility for my health issues?

Your landlord is liable. Find an attorney. You will need a doctor who will conclude that these issues you have were caused by the CO. You will also need to let me know what things you may have done that may have contributed to your health issues. Hopefully you don't smoke cigarettes!
