when we lifted a lien and was paid a part of the bill.and then accepted a payment plan, Why couldn't we have re-liened the property when they did not follow through on their payment plan?..

Are you talking about a mortgage lien, judgment lien or mechanics lien? You could have gotten a voluntary lien for the balance when you got the partial payment. The only way you can get a lien now would be to sue, win and place a judgment lien on the real estate.
