Where Do I Start ?

I have a bwc claim,and have got only one check in 4 months. I can't make my bills, and now must sell my house. I've tried everything I can do to get money ,like cashing out vacation ,which they said I can't ,but did last year. I tried to cash out my 401k, but my employer withheld information that I could only get a loan for half the amount, for 10 days. I was expecting the full amount on the day they told me . By the time I filed for a loan for half, I had to wait another two weeks to recieve it. I also filed for STD two months ago to cover bases, and still haven't recieved a confirmation they recieved it . They also canceled my Ins. ,due to lack of work hours. I guess what I want to know is can I take legal action , or are these things acts they are allowed to do?, And should I persue STD ,so I don't have to wait for money so long?

You should talk to the attorney handling your bwc claim. While your still an employee there are legitimate restrictions your employer can and may be required to place on your access to your 401K money. If you can pursue STD, I would.
