Can you lead me to an example of a higher legislature prevailing over a lower?

In the US, the national Congress (House and Senate) has authority over state laws in areas that are traditionally national issues, such as interstate commerce.
State legislatures cannot make laws that infringe on national laws, like the ability to vote in national elections. States cannot regulate how its citizens are eligible to vote in national elections. That's a national issue.
