Legal Question in Civil Rights Law in Ohio

adult bullies

I have a 16 yr old brother who has been verbally harassed for the past year by a 20 yr old guy at our church. This past sunday while we were dining after services, the 20 yr. was verbally harassing my brother once again and my brother turned around and punched him in the arm (not too hard to hurt the guy but to get the point to leave him alone). In return the 20 yr. old punched him back...now my mother has talked to his parents and the pastor of the church and still every sunday the same thing and this isnt the first time either he has also called my 10 yr. old girl cousin some very offensive names... now his parents say that their lawyer says he has a right to hit my under-age brother back and that just does not seem right... does he? he is 20 yr. old and has a right to hit a minor if the minor hits him first?

This adult did not have the right to hit your son back. It is only acceptable to hit some one back when you do it in self-defense. The ages of the parties is irrelevant.
