Children need access to reach school bus

I have been battling with flooding problems on my property. I need a way for my children to get across a creek to get to the school bus. My footbridge has been washed out 3 times now within 4 months due to heavy rain. I need to know if there is a law that says the government should provide some other access out for my children to get to school. There are 4 families on this side of the creek who cannot get to work or school when it rains. Two families are elderly and two are low income. We need a bridge to drive across, which we cannot afford to build on our own. Could you let me know if there is any kind of law that states the government shall provide access to all children to be able to get to a bus stop or to school? Or for any government grant that i could apply for to get a bridge built for four families in need? Thank you very much. This is an urgent problem. Please answer soon.

Your state probably does have a law that requires that children attend school. You are NOT required to build a bridge to make that happen, but there is no in-court solution that will help short term. This is a "great issue," though, so you should call your state AND local bar association for a referral. The issue, it seems to me, is that the government is required to maintain the roads AND ensure that your children have access to education. They aren't fulfilling either and you might, under your state's law, have the right to insist on a home tutor, but more importantly, you're entitled to have the school find a way to get yoru children safely across the creek and into school.
