Filing a Habeas Corpus in Federal Courts

My husband is being illigilly retained by the Louisiana Parole Authorities, at the present his is being held in Oh a waiting extrdition back to LA. He has filed 4 habeas courpus in the courts in LA but the court just keep passing it around and will not rule on it.Can he file a habeas corpus in the federal courts in Oh and how can he request a lawery for the federal courts in OH and LA?

Re: Filing a Habeas Corpus in Federal Courts

He can apply to the nearest United States District Court for a CJA panel member who can advise him concerning federal law.

For state representation he must qualify for the Public Defender in the Parish where the extradition is pending.
